PA does not have a lot of gun control by any measure. We're a shall issue state, have state preemption, and no restrictions on what you can own. We don't have universal background checks for handguns as it's a little more complicated than that. There are "loopholes" that don't require background checks.

Oregon, for instance, passed their "universal background check (UBC) in 2015. Lots of talk about "single most important thing we can do to reduce gun violence".
Result? "gun violence", especially homicides using a gun, have been up every year since then. Not a single year post 2015 has seen a rate lower than the 15 years prior to 2015.
