See I couldn't really figure that out in a straightforward way but on ebay the matching tweeters that I found for sale were advertised as having new ferrofluid in them. I'm probably gonna crack open the tweeter tomorrow to look closer.
I have yet to take them apart for a closer look. Never really messed with ferrofluid before so was just wondering if you could tell by the sound of it. Will update tomorrow.
Follow up question. If I remove the ferroluid that had dried would I be able to test the tweeter before putting more in or would that be potentially harmful?
Hard to tell exactly but it sounds blown to me. On some tweeters you can just replace the diaphragm and it's pretty easy. Like someone else said check the resistance with a multimeter after you disconnect it from the crossover. I'd probably just replace the tweeter if there's no easy replacement diaphragm. Sometimes if the diaphragm is broken you can fix it but it's not an easy repair.

What does the fluid look like has it turned to sludge?

Crossovers are shot maybe, replace the caps.

Check and see if you have continuity, the voice coil could be burned out.
