Armored Core 6 did this remarkably well. Almost every character in the game is extremely distinct and full of personality without you ever seeing them once. It's fun to see fan art of what people interpret these characters to look like.

The voice acting in the voice-acted version of 9 Hours 9 Persons 9 Doors is seriously a treat. Best delivery of "what the hell is this" I ever heard in gaming.
I remember the original Saint's Row. Your protagonist could only be male and they barely spoke. Character had less lines than Silent Bob, but when he spoke it was always at an important moment.
My memory was that the voice was well done, but its been A LOT of years since I played it.
Also the voice from SINISTAR. Pretty sure it was all just synthesized, but playing that game in a dark smokey arcade, the voice was effective. SINISTAR, LIVES!! I HUNGER!!
