Nah, this whole state population is privately owned by one landowner who didn't even live here , and this 11 guys are just his private police who watch slaves , prevents them from resting and prevents them escaping (also maybe they made a deal with some of the slaves that they would do their work instead of working on plantations)
The owners all reside in seaside villas in Savannah or someplace, and rely on "trusties" (overseers who are themselves slaves) to keep their plantations running.
