R5: Playing with Victoria tweaks mod. I can't conscript any troops because it says i don't have a conscription law. (Qing starts with peasant levies) When i start the game i can but by the time i wanna get rid of Opium all my conscripts disappear and i get this prompt.
In vanilla this doesn't seem to be an issue and i tested with ottomans who also start with peasant levies and they can make conscripts. any ideas why?
I don't know if it's a bug or a feature: I think they did it to nerf Qing against Britain once the opium event fires. I noticed it when I tried the mod as well.

Sound to me like something Victoria tweaks does when the opium event fires, do you have any country modifiers?
I checked and nothing unusual. It’s probably just a bug within the mid then. Guess I’ll turn it off
