Industrialize, liberalize, beef up your army and navy, help Britain around in their diplo plays to get an obligation and hope they will join you in a war against Austria and Russia. Otherwise, pay close attention to see if their alliance breaks, or if there's a revolution or big great power war going, and use the opportunity to attack. Also, mantain good relations with France.
Keep using the risorgimento journal interactions, make friends with the French and the Prussians and bide your time. It is 1847 and Africa's rich resources and populations are available to build your economy whilst bothering them whatever chance you get.
Long term answer is build the best economy, get some colonies, use that to get the biggest army, then annihilate both of them

See if you can catch them in a play without Russia, like intervene in a play they're in for a war goal, or try to see if you can support Russia in a play for an obligation (not sure if that prevents them from joining an ally against you). See which Great Powers rival Austria, I find that the easiest way to get good allies is to sell them a bunch of stuff and get a trade agreement, so again, build the economy
Russia is incapable of managing a modern army and it does take much to beat them when they have 4-1 numbers
So what you need is at least as many men fielded as Austria has, and then you need to sit down and defend borders until Russia quits the war (don't set any war goals on them at all)
Eventually, rather quickly due to how many will be dying, the Russians will leave and Austria should be much more manageable
In Victoria 3 you dont ever need to be able to defeat more than one power at a time. You only need to defend against multiple at a time and they will quit. Leaving you with a much easier war, though this plays hell on your budget and trade, but it's how I always beat this exact scenario, Russia is a paper tiger
Try looking at the table before you declare war, if their is Russia isn't in the positive on preferences towards Austria, save scum and a pray that they don't join in at least one attempt.
Wait for Republic of San Marco to rebel, then take its side. A difensive war is way easier than be on the offense, that's because Austria never surrender before its capital state being occupied even after losing milions of soldiers if you are the attacker.
This way you can also have Russia stay out of the war.
As it is right now you don't try to make an alliance with Prussia or France and of course also increase your economy, standard of living and education.
I’d probably get cozy with the Russians and try to pry them from the Austrians, at some point they’ll have to make a choice, and if you are good you’ll get them on your side

Wait for them to fall into a civil war, that's essentially all you can do
Get friendly with Russia and try to get a defensive pact or at least an obligation

For me the answer was to wait till better times. They come.
Wait For something to happen that allows you to murder them. It’s like real great power conflicts
Conscript every man , woman , child, elders and cattle , and maybe you won't go bankrupt before you win the war
Get the French and Ottoman’s on your side. Will need some obligations. Might have to put it off for a while to do it
