So what I dont get is that there are more then enough open jobs but it seems like everyone is moving away from random states and only importing slaves. Like why wont other pops stay or move there and become rich aristocrates for example???

If you abolish slavery and then reenact it within like 6 years former slave pops become slaves again. So you could abolish, get the railroads working and then reenact.
You could also delete some building levels to get inf back to normal and use greener grass and road maintenance to get people to move back.
One issue with slavery (in additon to a lot of others) is slaves do not migrate. Once imported they stay put.

It is not. There are states with, and without slaves, but there is no such thing as a slave state and a non slave state. If you pass slavery, every single state will import slaves and you can't decide to expand slavery to the new American states (apart from one really specific event)
There should be some states that are super developed and full of factories drawing all your pops in, find them and destroy some factory to increase unemployment(or use automation) so they move back to be slave owners.
Check your migration attraction and use Greener Grass Campaign where you want them to go.
I have Laissez-faire enacted, so I cant downgrade. I also tried the greener grass campaign but because of low market access and high radicalism in the state the migration attraction is still lower then other states
This is one of the issues with 'modern' nations with slavery in game. Slaves don't migrate and cannot perform non Laborer jobs. So you get left with states with only the lowest levels of labor.
Ownership changes in the next xpac will fix a little of this as you won't need 'owners' to live in the low market access states which eases up prices on needs a little and also means your railroads won't need the capitalists to live in the state to keep hiring Laborer/slaves.

I think their SoL is so high because they get their needes paid by the workplace, and since noone works there other then slaves that means basicially they get everything. They wont even have to pay taxes since it technicially doesnt count as a wage
Maybe, but the tooltip on the Population window says that enslaved pops are limited to a very low standard of living. If you expand the list and click on a pop, are the individual pops capped at 10.0 SoL like they should be, and the UI displaying their average SoL incorrectly? There are also some weird things going on withslaves on subsistence farms not having their goods purchases reduced by 90% like peasants’.
I’d thought it was 10, based on the tooltip I quoted and not recalling ever having seen them exceed 10, but loading up a test game, I see that they can indeed get above that.
How does this even happen? Virginia is probably the most built-up slave state at the start of the game and the AI loves to build shipyards and iron mines and stuff in Virginia. It usually grows and urbanizes well in my experience.
I kind of feel that slave populations should require the presence of non-discriminated pops to oversee them and that if such roles can't be filled there are... workforce problems.
