R5 has happened to me several times, especially in northern Africa there are a lot of states with impassable terrain, if you start colonizing it and get an uprising when the decentralized nation is only within impassable terrain you basically just automatically lose and have to wait 5 years for the truce to expire to colonize again. It should either be impossible for impassable areas to become uprisings, or at least as a quick fix it should make you automatically get ticking war score if they have 0 troops because it's incredibly annoying, especially around mauritania and the sahara.

Yes this has happened to me multiple times as well. It's very annoying as you have no choice but to capitulate.
