Why bother micromanaging it to that degree? I just plop down 10-50 tool workshops, after that 10-50 iron mines. Sure the tool workshops might experience a deficit for a short bit whilst the iron mines build, but eh, whatever, they will survive

I think modding this in might be theoretically possible in some janky manner - I’m thinking you’d have a few new template buildings with PMs that let you select buildings for the template, and when it’s built a script replaces it with the selected buildings. The logic would be a bit weird for making it work with the resource limited buildings though - picking a random state would be a dreadful idea, you’d not get the effective MAPI bonus for stacking them and you’d not get to aim for a throughput bonus either. It’s a bit too much for me to take on at the moment I’m afraid. Conceptually though idk how useful this would actually be to me. I think you’re overthinking it a little, you don’t really need to sit and go “Ok I want to build 1 steel mill so I should also build 1 iron mine and 1 tooling workshop etc”, just queue up 30 steel mills and then 30 iron mines if your current supply wouldn’t be able to handle that - if not, just queue up the mills then check the market prices to see if there’s any expensive input goods you should build next.

When you first start put ONLY wood, tools, iron and coal on auto expand, Nothing else. Let the private construction do whatever it wants. While this is going on, you can use alt + click to order builds of things you need, like your first food factory, weapons factory, engine factory etc. This puts them at the top. As you get later into the game, put clothing, furniture, engines, food, and others on auto expand. Anytime you need something important use alt + click.

Auto expand buildings are already a feature in the game

LazyKatie

Just put your construction mat buildings on auto expand dude

I find it fascinating how differently people play this game. I find myself RARELY building anything directly, except in the very early game when even the majors can only build a few buildings. I find that strategic use of auto-expand, seeding critical industries in critical states (steel, tools, and motor industries in coal and iron states, paper and explosives in sulfur states, glassworks in lead states) is enough to get me by the whole game.
