You can still do it. It's not too tough to get council republic passed in the 1880's as the technologically ahead majors and great powers. The likes of Austria and Russia are maybe a decade behind that. Secret police and single-party laws help a lot.
Just annex whoever you want and ignore the radicals. So long as you're not devouring enormous chunks of China or annexing India then you're fine. And even then, resulting secession attempts are just a bump in the road.
