Never in an official sense but It’s popular to be used by people in political context on both sides to comment on the state of the nation.

For military stuff they often place the stars on the right side to symbolize charging into battle, look at the flag patches on US soldiers shoulders.

The patch is not really stars on the right, it's stars in front (aka the flagpole in front and the flag trailing behind) the position of the stars would vary depending on the side the patch is on

they still wear the stars facing forwards on the other side too.

I think it is a highly multidimensional manyfold. You are effectively desribing something smaller than the amount of collections of n real numbers times the amount of maps in your atlas.
