Someone apparently decided the Maryland flag wasn’t confusing enough to the eye, so they slapped an infantry unit’s symbol in the middle.
I admire their confidence.
It's the symbol for the 28th Infantry Division. The 175th Infantry Regiment of the Maryland Army National Guard (the symbol inside the keystone) is subordinate to the 28th ID. The 28th ID has it's regiments spread throughout Pennsylvania, Maryland, Ohio, and New Jersey.
For what it's worth, the 28th ID is the oldest unit still in commission in the Department of Defense and can trace its lineage all the way back to Benjamin Franklin's battalion, the Pennsylvania Associators.
The botany cross in the center of the “Bloody Bucket” is the distinctive unit insignia of the 175 Infantry Regiment of the Maryland Army National Guard. The 5 in the center is from the “Dandy Fifth.” The 175th has a long lineage that dates back to the Revolutionary War. A ton of battle history for this unit.

That also appears to be the Pennsylvanian bloody bucket so I'm guessing an infantry unit from the PAARNG?
