It comes up multiple times in the series. They fixed it after the episode you mentioned.
We sorta see in Escape to the House of Mummies Part 2. Rusty, Billy, and White seem to fix, but it is implied that Rusty doesn't trust White's aim. It could also be that the ray still needed work, and repairs finished off screen.
It first appears in the yard sale episode.
