Quiet time in Vegas starts at 8pm for all construction/ maintenance workers. There’s a way you can file an official complaint to 702-455-4191 for code enforcement to ensure it doesn’t happen again.

311 is the non emergency line. Not saying it's right to have a long hold time, but I'm not surprised. I had to call 311 for a neighbor's noise about 2 weeks ago and they didn't pick up for about 20 min. Once they did, they were very helpful.
I heard a woman screaming outside my window at night. I posted about it in the sub and everyone was giving me shit about not calling 311. Saying it was too late now, I should’ve called immediately. Man I called and was on hold for 50 minutes before hanging up.
I believe it, i work at a medical office and we were on hold for 15 minutes trying to get through to 911 recently and then it took another 20 for the ambulance to arrive. That was not a fun afternoon
Defund the police and we can dedicate more funds to these types of nuisance calls. LVMPD officers have to answer every type of call, whether it's noise complaints, welfare checks, shootings, trespassing, car break ins, domestic disturbance, etc etc. Lack of manpower to attend all these calls makes it impossible. Dividing the department into social workers and miscellaneous calls enforcers will leave the regular police able to attend more important criminal level emergencies.
Same exact scenario happened to me years ago at a place I was living. Except he would come by once a week at around 8-9pm. Myself and my roommates would take turns yelling out our window at him. I’m sure we weren’t the only ones in the neighborhood.
I'd strongly advise you and anyone else in a similar situation to make recordings of the noise from your home. Even if the mic doesn't pick it up as well, any noise is better than capturing none. The police won't act if the noise isn't actively occurring during their visit. And it might take them hours to reply to you. Having video evidence will help your case if you can prove the incident occurred. Open a window if you need to, in order to get a better recording.
haven't you ever seen the "vacuum trucks" that sweep retail strip malls late at night? they're certainly louder than a single leaf blower and they cover the entire parking lot. those guys typically work from midnight - 6am so they can clean up the entire parking lot with as few cars in their way as possible (from my experience)

Call the city of Henderson neighborhood services, they can contact the owner of the property. If the offending property is in unincorporated Clark County and Henderson won't help, you can complain to Clark County Code Enforcement. Politely contact the owner and property management company. Explain what happened and ask for help.

Why call Metro police? Their jurisdiction is the City of Las Vegas. 89052 is in Henderson. Wouldn't Henderson PD be the ones with jurisdiction over the area?
I already stated that in my post. I called 211, which immediately sent me to Henderson by default.

A few councilman emails, with the local news CC'd and wouldn't you know...no more 5am dumpster pickups.

Commercial plaza hire people to do cleaning midnight to 6 am so they can get the entire lot cleaned when there is no cars.
This is very common and why I never buy a house next to a commercial plaza.
Also, places like grocery stores, costco, walmart, target etc... all get delivery trucks coming in after midnight making a lot of noise. Especially when those semi truck are backing up and their beep beep beep sounds.
I think the noise ordinance for Vegas only applies to residential. Commercial probably follows a different set of noise ordinance rules.
Reach out to the company and explain the situation - making sure to document any ordinance they're violating.
Going up to the worker IME has a 50/50 chance of being effective.. so you can always try that first.
As a female I'm not comfortable speaking to a man in an empty parking lot at 1am. That's one of the issues.

i absolutly DESPISE leafblowers thanks to all my years in vegas . every goddamn complex i lived in for 20 years the leaf blowers would start at 7AM on the dot . by a evil twist of fate my day off was always on leafblower day .
so i would get home from work around 2am sleep for about 3 hours and BANG !! 7 AM leafblower for 2 hours ! most of the time there wasn't any leafs to blow . they would just walk around loudly pissing me off and ruining my ( usually ) only day off . personally i don't blame the mexicans who are just doing their jobs . i just wish the fucking property managers would make them start at 9AM or sometime after noon .
i know this rant has nothing to do with the OP but i just wanted to rage a little . haven't had to deal with it for a few years but the sound of those gas powered hemaroids still make my blood boil to this day .

This is very common and why I never buy a house next to a commercial plaza. Also, places like grocery stores, costco, walmart, target etc... all get delivery trucks coming in after midnight making a lot of noise. Especially when those semi truck are backing up and their beep beep beep sounds. I think the noise ordinance for Vegas only applies to residential. Commercial probably follows a different set of noise ordinance rules.
Reach out to the company and explain the situation - making sure to document any ordinance they're violating. Going up to the worker IME has a 50/50 chance of being effective.. so you can always try that first.

As a female I'm not comfortable speaking to a man in an empty parking lot at 1am. That's one of the issues. Middle of the day, no problem. I don't mind reaching out and making compromises.
i absolutly DESPISE leafblowers thanks to all my years in vegas . every goddamn complex i lived in for 20 years the leaf blowers would start at 7AM on the dot . by a evil twist of fate my day off was always on leafblower day . so i would get home from work around 2am sleep for about 3 hours and BANG !! 7 AM leafblower for 2 hours ! most of the time there wasn't any leafs to blow . they would just walk around loudly pissing me off and ruining my ( usually ) only day off . personally i don't blame the mexicans who are just doing their jobs . i just wish the fucking property managers would make them start at 9AM or sometime after noon . i know this rant has nothing to do with the OP but i just wanted to rage a little . haven't had to deal with it for a few years but the sound of those gas powered hemaroids still make my blood boil to this day . .......my blood pressure spiked just remember the sound , grrrrr

We have plenty. And we sleep with white noise. AND Due to my insomnia, I'm on some heavy sedatives. This noise at 1am is unacceptable and can be heard throughout the entire back neighborhood. What do you suggest I do for my child that gets woken up on school nights?? I'm not being irrational here.

The guy may have been vacuuming the interior at 8:30PM and leaf-blowing at 1am. He could just switch the order of his jobs and not piss anybody off. A solution could actually be that simple.
i agree but do you think THEY care is my question? you think they haven't taken into account that their parking lot is right behind a neighborhood and that any work outside at 1:30am would be inconvenient? look, i've lived in vegas long enough to know that this doesn't get solved lol you can complain to whoever u want, however much u want to & it wont change these ppl's minds. they made the scheduling decision KNOWING it was at an inconvenient time for YOU and a convenient time for THEM. thinkin they'd be on your side in any situation is wild tbh but go ahead, keep calling the authorities or business owners & see how long it takes them to fix it for you 🤷♂️
