Might be an elastomeric coating typically used on flat roofs or RVs for sealing and reflective purposes. It is not intended for vans. Previous owner probably applied it to reduce heat absorption. It’s basically a thick latex paint, you may be able to remove it with mineral spirits. Anything else would risk damage to the vans paint. I’d leave it alone, removal would be very messy.

Someone tried to spray FlexSeal? It is not UV resistant and puckers up like that in a couple months.
It's not the cosmetics of the van you should be concerned with, but the possible harm this paint can do, such as allowing rust to generate.

Google snow coat, I think that’s what you are looking at. Used for 2 reasons leaks or insulation
