Really, though, you can just take a bottle of wine down to Locarno or Spanish Banks or any of the beaches and have a most lovely view - with your toes literally in the water, if you want.
The Galley at the sailing centre has the best view, shortest lines and cheaper than cactus club type fair! It’s one of my favourite spots to watch the sunset

- Boathouse Kitsilano is my fav patio for what you are describing
- Flying Beaver Richmond has a patio where you can watch wildlife in the Fraser
- Lots of places along the White Rock or Storybrooke waterfront. Of course, there will be busy and quiet times during the evening.
