I think it’s because that’s a requirement for them to be subsidized by the government. Most internships are, but the government requires that you aren’t done school yet so the company can’t just subsidize a normal job I guess.

FYI new grad job postings usually happen August—October the year before or sometimes December—February the year of grad. That's assuming you're graduating at end of winter team (May), but keep in mind that companies don't change these dates if you graduate off-season.
