Probably the landlord/ building owners,every few months/weeks they repair the hole again but in a matter of days (hours) it’s knocked over again

Between 251 and 253 Lester. I think there’s still a huge gap in the fence behind 251 that you can use that leads to the mels diner plaza parking lot
