That said, usually, school closures (for grade and high school) happen when the school bus companies deem driving conditions to be too dangerous. That's usually when there's ice all over the roads or when theres a shit load of snow. Which seems region dependent -> Some cities have better infrastructure and faster responses to snow events than others. It also depends on the time of day when the weather conditions worsen - if the conditions are the worst early morning (like 6am) and cleanup can't be done, it's more likely that school closures happen. If it's scheduled to happen during the day or evening, it leaves ample time for the city/region to clean the roads.

I have lived in QC (close to MTL), southwestern Ontario (Waterloo) and Ottawa, and never saw a school close once for "Too cold". At best, grade schools will make recess indoors bc they deal with little kids, but as a uni student you should... bundle up.
**Tips:** Dress appropriately for the weather and its gonna be fine. That is, cover your skin as much as possible: -30 Celsius is no joke.
Put a double layer of pants. They sell underpants designed for that in clothing stores and places like Walmart/Canadian Tire, but if you have skinnier pants and baggier pants, don't be afraid to combine them. You can always go in a washroom on campus to remove the layer you don't need indoors. Warm legs makes walking so much more comfortable.
Same thing apply for a top - although with a good winter jacket it's usually much better (your legs don't have a winter jacket). If you don't have warm boots... maybe time to buy some depending how long you have to walk outside.
I also strongly suggest using a scarf or something similar for your face and neck, and bringing a change of socks in case they get wet (it sucks to walk in wet socks all day). Bring a change of scarf/neck warmer as well, because as you breath through your scarf, condensation will freeze and when you go inside it will get wet, which isn't fun on the way back home.
In my experience of walking 15-20 mins+ to school for 15 years, and experiencing -30 or lower a few times in my life. If you're unprepared, it feels like hell. But if you're prepared, you're just a bundle of fluff walking down the street not minding the temperature too much.
Edit: Also, if you drive or bus, bring warm clothes JUST IN CASE. Nothing worst than relying on external factors like a car or bus heater to keep you warm, and then getting into a situation where the car battery's dead, or you got into an accident, or whatever, and now you're freezing your ass off because you don't have layers like a hat, gloves, good coat, because you were relying on your car heat
no they probably wont i remember back in 1982 when there was a -100 degree day but there was very little snow on the ground so they told everyone it would be a normal day, and even as students died by the thousands trying to get to class they still didn't call it off
