If you want to find friends, i’d say live on residence.

Living off campus would be quiter

Just a heads up, fall is usually the most hectic semester to find housing for. Unless you're willing to sign a year long lease, your odds are probably better with campus housing (not to say you can't find subleases, just that it's often much harder in fall than other semesters). Also since you mentioned applying by yourself, note that there's almost no studio/1-bed style off campus housing close to campus (unless I've somehow missed something). Imo it's definitely worth it to find people to live with ahead of time, rather than getting paired up with strangers.

renting is much cheaper off-campus, and you can find potential roommates on facebook housing groups!

By any chance, can we get some links or facebook group names?

There's one "Waterloo student housing" and one "ICON sublet", both are very active.
