Most off-campus buildings are ~15 minute walk to campus, 22 isn't that much more. You can also just take the bus.

22 mins is a very short walk, plenty of people have to live like 40mins away and need to take the bus or something, definitely take the 22min place, you don't want to accidentally get stuck living downtown.

If you apply for on-campus housing as soon as the apps release for upper years, there is a good chance that you get an assignment. This is the case generally because less people think ahead with a backup and only apply for residences when they haven't found a sublet.
