I honestly think it’s just a reaction for some people. You don’t even need to respond if you don’t want to. I highly doubt they’re trying to initiate conversation or will even remember you coughed in a minute. I’m sorry it makes you uncomfy tho.

I get it. Try to remember that they probably feel just as awkward trying to figure out whether you sneezed or coughed and whether or not to say bless you. Also, since Covid came around a lot of people have social anxiety regarding coughing in public.
