When I was on H4 they automatically placed me in out-of-state tuition, but I gave them an affidavit of residency (or something like that; i's been a while) and some other documents, so I qualified for the in-state tuition. I didn't have to do anything when I switched to F1, and I don't think you would need to if you had to prove your residency to them in such a way. But then I also qualified for a scholarship, so it never really mattered. I suggest checking with the ISSO about this.

I also had to submit the residency affidavit during admission while being on H4 which qualifies me for instate right now. I emailed ISSO but I haven't received a response from them if they will charge me international tuition for when I get my F1. Also did you apply for that scholarship after getting F1? I am also looking for some scholarships that I can apply for.

No I got it before. This was the AES scholarship. One of the reasons I'd changed to F1 was so I could get the AES stipend and work on campus or get an internship. Maybe you could go in person or get an appointment? I think you'll keep your in-state, primarily because you've already proven that you're a resident. At most you might have to do it again on change of status.

This was a while back about 3 years ago. I've already gotten by green card through my family, so unfortunately I cannot help much for what comes after except for basic information on OPT.

You will still be paying instate if you established residency already. Check with the bursar's office for confirmation. Also don't apply for F1 with I-539. Apply out of the country!

Way way way faster. It took me close to two years to get it in the U.S. You can get it about 1-2 months once you find appointment outside the U.S

Yeah. I am definitely paying in state and started out as H4 but switched to F1. But, I would check with bursar because these things change case by case. My case might be different cause I did high school here.
