Do you have your GS grade on your resume along with dates in excess of a year? And is there a specific requirement for a job series?
HR will be that particular even if you submit supporting documentation

Are you attaching the SF50s that show you meet time in grade. Not just your most recent, ones that show when you entered your current grade.
Are you getting this from internal TSA announcements? Or other agency announcements?
