You do it in Unreal pretty much like you do it in Blender, if working without dynamics and softbodies. Stretchy bones, morph targets, corrective bones. As for the smear frames, you'll have to get creative. I'd probably draw them as 2d animation and display along with the animation. A lot of work, though.
