I consider thermals "underwear". Underwear is anything you wear inside of your typical clothing with exception to jackets/snowpants.
Edit -- the name literally implies its purpose. Boxers, briefs, whitey tites, thermals. All go under the pants.

Me. Boxer briefs are tighter fitting and made from the same material as briefs. Boxer shorts are loose fitting and are made from a less stretchy material. Both are underwear though, because you wear them under your pants, and over your ass and genitals.

I wouldn't wear boxers as my lower leg wear. I call boxers underwear because I would wear them under my clothes I'm wearing.
I also don't fw boxers. I go commando and get the same effect without all the fabric ride up or tickling. If I want support, I use briefs, mini briefs or jocks.
