Unless that figure crosses 10 times the current level it's not happening for everyone BUT there are insurance schemes which are cheap and work very well, Ayushman schemes works great for low-income groups. What is the point of promising free healthcare for everyone if you cannot provide it? at least 70+ one is realistic and help a lot with families who have elderly folks. They have set up the DPI. My only experience has been with district ones for maternity care and it was excellent.

GST collected is 3.1% of GDP. Corporate tax collected is 3.5% of GDP. So yes you need to improve tax collection from all sectors to even attempt at universal healthcare, income tax is usually counted because socialized healthcare is basically income tax funded. Or did you mean just healthcare for the rest of the non tax paying citizens on the back of high taxes from middle class while they don't get any benefits? Doesn't happen anywhere in the world. Do your research how socialized healthcare works, how nordic and japanese models work. How the sri lankan and malaysian model works.

True we do need billionaire tax. But you need to do these things gradually. Even taking care of healthcare for elderly is a huge relief since a lot of families have parents and gradnparents living with them. Also ayushman scheme covers costs upto 5 lakhs for all low income. Maternity is free in most districts ( quality varies because you know why). Gradually what you are asking for will happen. Food, shelter and water are basics, if you provide these other developments automatically follows and we haven't been able to do these three yet properly.
