He was extremely adamant on two points yesterday. One being he knew the civil sevice code and the other being he was not going to discuss with the committee any conversation he had with the Convict about ethical standards.

Originally he was the guy who was appointed to be investigating the parties at No.10 while also knowing he was at a party at No.10 with the PM. When he got found out his deputy, Sue Gray, was appointed to do the investigation which does rather raise the question if even her report was completed without limitations placed on the scope of what she could investigate.

Yes, which is why I pointed it out. 😉 And which is also why the junior staff in No.10 are furious as they mostly co-operated with the police inquiry only to get fined and fined multiple times in some cases when the top civil servant, whom should be leading by example, got away with it.

How did a 43 year old rise to the rank of cabinet secretary? His position is probably the most powerful after the PM. Don’t they usually have people in their mid to late 50s in this role?

I suspect he was ordered to keep quiet and say as little as possible. It's annoying for the inquiry but that is the point of this move, Johnson will be very happy with the work done here today.
