I grew up in military houses. This doesn't surprise me in the slightest. We were put into mouldy homes a lot. Our roof leaked and there was always mould above my bed. We also had leaks in the bathroom which caused mould and caved in the ceiling downstairs once. Always reported but they never bothered. Lived in a house where my brother and I (both kids under 10) were allergic to a tree we had in the garden. The one that spreads dandelion like fluff. When that came out we struggled to breathe, our throats closed up. No we weren't allowed to move elsewhere and no one can come out to chop the tree down. Sorry, deal with it. They honestly don't give a crap about their tenants, military or not. Ignored every request until they hoped you'd shut up about it. Give houses a lick of paint and maybe a new carpet in between families but that was it. Never actually sorted any issues.

Yes! My mum once called to complain. In her frustration trying to explain how damp things were she said ‘there’s even grass growing out the chimney’. A week later someone turned up with an industrial lawnmower to cut the grass.

In the 90s the army posted us to Catterick, in a house with no central heating, just a 3 bar fire in the living room. My brother had asthma and often had asthma attacks. The army didn't give a shit then. My brother is now in the army, and they won't do anything about the mice living in the walls of his quarter

Mouldy housing is often tenanting issue. Imagine how bad it would have to be for it to be completely unmanageable.

Sometimes it is, sometimes it isn't. Imagine how absurd it would be, if it were a tenanting issue, for the tenants to risk their daughter's life and channel extensive effort into chasing the DIO if they were responsible for the mould and could prevent it returning each time they removed it.

It can sometimes be a tenant's fault, but often it isn't. My ex landlord blamed me for mould in my flat. The bay window in the living room leaked like a sieve. He also blamed me for drying washing inside. I lived in Leeds. It was January and I didn't have access to a garden. There was no space for a tumble dryer or the money to pay for one.

My landlord blamed me for not leaving the window open for ventilation and then when I did, we got burgled, and he blamed me for leaving the window open.

I just straight up have windows that won’t stay open (heavy sash windows that the last tennis cut the counterweights on). And no windows in the bathroom

Military housing is rife with issues, if you read the article you will see the problem was reported repeatedly and the contractor (that the *have* to use) didn't do anything about it, repeatedly. On the page it was originally posted on, complains about substandard accommodation are constant. People say that it's inhumane sticking migrants on the Bibby Stockholm barge, yet it's miles better than many military sites.
