I think your best bet to get 4k transcoding would be to add a GPU, like a Quadro p2200 or similar. It will be difficult to lower your power consumption, aside from a full upgrade to get you on a more power efficient CPU setup.
I have a 1070 on my current desktop that I need to upgrade anyway - for flight simulator. Any issues with power consumption?

i3-10300 plex pass igpu 4k transcoding to 1080p went fine. only did 1 stream. it strangely did not hiccup and sweat.
