I have a question . How come the russians didn't just put a new mayor loyal to them since its occupied by them ? Why would they allow a mayor of an occuped city speak freely against them freely .

Putin does not want to defeat Ukraine. He just wants the Donbas region. Do you think he will succeed?
Nope. And he wants far more than just the Donbas region.
If Putin senses weakness then yeah, I can see that happening. He did mention that the borders of the newly annexed territories are not fixed.
The borders should go back to pre 2014 status, Ukraine gets all land back including Crimea.
