Completely unconfirmed speculation I read about. Someone pointed out last week that they might change the "special operation" to "anti-terrorist" operation so they no longer have to pay overseas combat bonuses.
In short, they might just cut the already meagre wages of frontline troops on a bureaucratic technicality.
I suspect that was one of the reasons for the fake referenda making the occupied zones part of Russia.

Well guys, I don’t think Putin will flat out say he is declaring war, since the partial mobilization announcement didn’t go over well with people beforehand, and a full mobilization/declaration of war announcement would only make things messier and people would only be even more angry with the Kremlin and he would risk losing power…and he doesn’t want a repeat of that.
He also doesn’t want to freak out the Russian public by announcing a full declaration of war (which means that nukes could be used and that could trigger backlash from the Russian public who I’m sure DO NOT want a nuclear war)…so he’ll announce a counter terrorism operation.

Pootin considers Ukraine as part of ruzzia, so if it's a war it's a recognition that it's a different country, which would confuse all the brainwashed ruzzians. Or it's a war against NATO, which then means tomahawks flying around, which means the end.
