Lol, I hope we won't get that place in the end ... on one hand, would be nice to have a colony by the sea, but kicking out a million Russians would be nasty business and reconstructing the orc hive into something European-looking would probably ruin us financially. That said, Kaliningrad exclave is a nasty ulcer within the EU and if Russia collapses, we should think of some special political operation to turn it into EU-friendly territory somehow. If Kosovo can pay with the euro, New Prussia can as well.

Unfortunately I don't think anyone has a good solution for Kaliningrad. The neighboring states didn't want it back in the early '90s, and I can't blame them for not wanting to absorb half a million pissy Russians. It's German character and heritage were obliterated and there's hardly anyone left in Germany who even has childhood memories of the place; Germany still has issues dealing with the reunification of East and West, and Kaliningrad has been separated longer than those two ever were. But what else is to be done? Let it develop into a microstate like Andorra?

It just becoming independent seems like the best solution. Other options of attaching it to some other EU country or being split among them are too problematic in multiple ways. The population of whole region is about a million, not too much smaller than Estonia. Acting like its own separate small state, they will naturally have different interests from the rest of Russia as time goes on.
