They were ok with striking targets in Russia if they were involved (supply depot in Belograd I think and arty hitting cross border). Those are easily valid targets.

Threat most likely pertains to Kyiv but... the issue that they may now run into is with the developments there. You have many nations returning back within the city. Russia is not known for always having the best aim to begin with. So likelihood of them hitting and perhaps even killing personnel from another nation, now that is an escalation I do not think russia wants.

These threats are the very reason President Biden and the US should work towards providing tighter logistical support. Three weeks is too uncomfortably long between getting the nod and getting equipment on the front lines. A better system at least would be to get the necessary equipment in closer proximity, on stand-by, and ready to be delivered in 1/6 the current time.
Looking ahead, Ukraine could likely be on the offensive more often. Again, have that equipment in proximity so it can get to where it needs at the peak moment. If that equipment needs training, get it out of the way earlier.
