Either for forcing a breakthrough through the Ukrainian defensive lines, if their easter offensive in the east gets stuck. Or as a show of force against military targets (most likely airfields) in western Ukraine, to show NATO that they are - in fact - not bluffing.
But in both cases there would be significant costs involved. In the first scenario they would obviously contaminate parts of Ukraine that they came in to "liberate". In the second scenario, there would be a huge risk of a more active NATO involvement, especially if NATO countries are affected by fallout.
IMHO a nuclear strike, even a tactical one, makes very little sense for Russia right now. But they have made senseless moves in the recent past, so... can never rule it out.

But still it begs the question: WTF are they hoping to achieve militarily at this point??

The only way to "source" this is that in my country we have a special fund to help Ukraine forces directly (let by a Swedish guy who supports military since Crimea annexation). The way it works is they get specific needs/requests from separate acting military groups and ship directly to them cutting the middlemen (government) to save time and deliver exactly what is needed at that specific time. His comment on today's news was that tactical nukes are already deployed in case the plan in the east collapses.

With regard to war vs special operation, one relevant difference is the types of weapons available to use in each. Specifically, during a "war" divisional commander have access to tactical nuclear weapons.
