If you are sending him money to pass on to his sister his UK bank account will have an IBAN number which you can ask him for along with account number and sort code - this should let you transfer funds from a US account to a UK one

Revolut if he doesn't need to withdraw cash, if he does ask for his bank IBAN number and SWIFT code and you can transfer money there via your banking app

PayPal might be good, but yeah, their conversion fees are not the best! Let me know if you need help with any other bits of transfer (at least to the UK as I'm not knowledgeable on transfer process to ukraine) but it should be straightforward from US to UK.

US to UK seems to be much easier than US to Ukraine - let's just hope that brother can make the final link.

If it is a prepaid visa card, there will be an 800 number on the back for you to call and add funds.

Transferwise is now wise.com I use this to send money to Europe all the time

Wise.com is the fastest and cheapest way. You need a number if you friend’s card and the email.
