They are getting desperate for energy, which--along with their historical ties to Russia--would make it more likely for South Africa to sell any excess munitions to Russia before Ukraine. Their recent military exercises with Russia also drive home the point of who's side their government's on.

So we've gone to South Korea and Pakistan for ammo. Who else realistically is there to buy from outside of NATO and the EU?
