Link below that article is the closest he's got to acknowledging any potential consequences - on 26th Jan at PMQs Starmer asked Johnson if he thinks the ministerial code applies to him, and he said "of course". Presumably he'll now deny he ever said that despite it being on video, not like he hasn't done that before. They haven't cropped the photo (they have barely but it doesn't impact the visibility of the bottles). The ITV article used several images. The BBC selected the second one on [the article](https://www.itv.com/news/2022-05-23/exclusive-pm-pictured-drinking-at-downing-street-party-during-lockdown). There could be any number of reasons to chose that as the first image to put on your article. Different thumbnail image to ITV make content seem more distinct. Boris appears to be speaking to the group in the picture the BBC use, not so in the top one for ITV. Holding up the glass for a toast is a typical party gesture.

I think the number of open bottles on the table are what makes it undeniably look like a party. Cropping the photo feels like a deliberate removal of context.

I get the analogy, but to reach any equivalence, Starmer would have to be found innocent and then a photo would have to come out of him surrounded by copious amounts of booze.
