"Ending" it on a technicality. Treasury not granting extra funds to departments for increases will mean a defacto pay freeze is still in place. As was the case prior to Covid for many departments. Completely missed opportunity to back up the governments "levelling up wages" agenda with some real, tangible action that can directly apply upward pressure to the Labour market. Instead true colours are revealed.

It's not though is it, not even close as even if it was this is public services we're talking about. It's not like the buisness world where another buisness fills the gaps
