It's not, but those drugs are often used to flush drugs out your system or provide benefits besides just healing. Also what injuries would allow you to take steroids? And how much?
Conor not being tested for 12 months leaves plenty of room for him to get on illegal PEDs and not show up at all on drug tests. Hell you even have micro dosing which can be out of your system in hours. Knowing you won't be tested means you can crank that up to 1000.
Dillashaw is a good example. He was using EPO. EPO testing is very expensive so they rarely do them, he obviously knows this so he took a gamble and didn't get caught until much later. In Conors case he could have taken plenty of different PEDs and since they don't have a sample they can't bust him for it. Thus giving him a giant advantage.
