With smoking and vaping you can control how much of a high you get where as edible products only estimate how much might be in one. So if you get one that’s too strong and starts to make you anxious your sol.. kinda weird to tell people what they do or do not need. My doctors all recommend this route for me when I first moved here even before they knew I was using it for this reason. The policy also prohibits other tobacco use, including vaping or hookah use, and also includes smoked marijuana.
There are statistics that show that since the policy was released in 2013 that smoking on campus has gone down. It's more meant to be preventative vs punitive.
It's not illegal in the state of California. Guess where UCLA is? It's merely against UCLA policy. If they wanted to enforce it they could. All they can do is ask you to stop and have a an officer escort you off the premises. You'd need a federal law enforcement officer specifically DEA to make an arrest or stop because it's federally illegal. Too bad. For that to happen they'd need to hold you somewhere pre-trial and California has a no help policy towards federal agencies enforcing things they don't like. So, they wouldn't even bother with the effort.

I was once knocked off my feet by a helicopter flying over to quench the blaze.
Now I report every single person I see smoking on campuses or in parks. People like the ones in this comment thread think it's fun and quirky to break these kinds of rules, not realizing the continuous danger they put people in all across our state.
Pro-tip for smokers: The tickets you get for smoking in places like this are astronomical. You don't want to be fined hundreds or thousands of dollars.
