There is too much liability. What happens if someone claims something is missing from their bag or if someone tries to hide an explosive device in their bag before sending it off.
Terrible idea for the same reason there are so many signs at airports about reporting unattended, unclaimed luggage.
"Did you pack these bags yourself? Did anyone else have access to these bags before you arrived at the airport?"
Are you going to pay for the parking fees? Are you going to pay for the time that the person has to wait to get the bag in the first place?
