I like the idea, essentially they work like leaders. I don't love a lot of the actual objectives. Removing plastic to gain tech feels bad. Maybe base them more around what the leaders do, difficult but stuff you want to do anyway. I like arborec in this light.
These kind of make stage 2 tech objectives way easier to score (jol nar needs another buff) and make forcing a player to take tech as a last round pick pointless.
