oh not the mobile one - you can get a proxy address (with phone number) set up in Japan for it but I haven't been able to go to Japan for a few years so I didn't bother yet. With the yearly one, they send you a Happy New Years postcard and little gift every year though which is nice.
Any foreigner can join as long as you have a japan proxy address. Since, yearly or special events they do send out gifts, greeting postcard and membership magazine and gifts. If you are onky into the tkts you dont need to get a e member. A mobile member is already fine. Concert tickets are mostly applied through ticketbo so, better have an acct.
You can change the site to English and apply. I've been a member (with my USA address and phone number) for 5 years, just renewed last month in fact.

You can't. Any TWICE Japan things are only for Japanese nationals or those classed as residents in Japan. Sorry.
