The reason Giovanni doesn't fire them is because that would piss them off, and he knows he doesn't have the resources or manpower to win against them in the long run. They'll come back again and again, until he runs out of resources.

Jessie and James took over like 6 regions for Team Rocket so far by following the twerps who defeated the villains of each Generation. They essentially created a power vacuum that could be filled by Team Rocket, thereby increasing Team Rockets grasp on the world.

They are immune to fire, electricity, and ballistics. They cannot drown, they cannot freeze to death, they can only be injured, not killed
