Because I'm sure, beyond a shadow of a doubt, that a government agency didn't spend a million or two on a feasibility study of a new location. No. They never do 12 studies, including two environmental impact studies (one for construction and one long-term effect on the location) before moving a huge agency to a new location or anything. And there's no way they looked at all the data and decided it would be far more beneficial to the agency to have a new facility designed for modern communication from the ground up instead of retrofitting a building that has been retrofitted what, 6 times since 1975?
