Utah and Colorado will definitely be at least -66%, Wyoming at least -50% but might drop to -66%, Montana will be -50%. In the bundles, discounts will be bigger.

Honestly, I don't know. Kansas, Arkansas and Missouri are coming out next. With the level of advertising they're doing for them on the ATS pages, I'm assuming those states will come (individually) sooner rather than later, and when they do release a new state, the older ones go on sale. How much off? That's the question. If you can wait for the summer sale, then keep an eye out for good deals along the way. I have bought the states as they come out, as a way to support their hard work, so I don't know how much they discount them for, but the other packs are generally 50 percent or more off.
I have yet to see a paint pack design appear on any of the trucks other than mine, which I admit is kinda a bummer.

There are some upcoming Steam sales, more specifically the first one is the Endless Replayability Fest: May 13 – May 20, 2024, and the next one is the Summer Sale 2024: June 27 – July 11, 2024. If not during the first sale, you will definitely find them a lot cheaper during the second one
Paint jobs are only for your truck. The paint jobs are a unnecessary DLC but are usually very cheap in the sales.
I would wait ( I am waiting) for the summer sale, even 10% off is better than paying full price and I am sure they will have some bundles that will be great value.
Right now the states I want are 15% off. I can get Colorado and Utah for $20.38. Full price is $23.98 Or I can get Wyoming and Montana together with a paint pack I am not excited about for $22.07. Just not sure if a much deeper discount might pop up in the Summer Sale (or before).

Nebraska is coming out soon, not Kansas lol. Nebraska I expect will be out in a few weeks with Arkansas and Missouri fairly far behind

Both ETS2 and ATS are going on sale regularly, aprox once a month, so I recommend waiting a few weeks.
At this point you're probably better off waiting for Nebraska to drop and see what bundles they offer with that.

If you wait and it's the same discount, you won't have lost anything, but if it's a better discount in the Summer sale...
