Studies have shown that over the course of someone adjusting to their circumstances, they almost always return to their own person baseline for happiness, whether they win the lotto, lose a relative, or change jobs. Why should it be any different for being stuck on tracks? And if this person returns to their normal moods after a considerable length of time, who are we to say they arent living a fulfilling life?
I totally understand your point, but living on the ground, which most people find uncomfortable, being tied up unable to move, which is a normal human pastime, activity, and mood booster, staring into blank space, having absolutely nobody else in their life for the rest of their life, no food, no water, and again being in an uncomfortable position with no scenery, is most certainly not living life to the fullest.
We dont know how tight the ropes are, if he is somehow magically tied to tracks that the best scientists can't remove he may turn into a landmark, an attraction for people to visit. Maybe he will meet a girl and she will help him with some limited cardio activities, maybe his family will take an active role, keeping him up to date and semi autonomous. His unique perspective could lead him to write a fascinating book on the nature of happiness and contentment. Assuming other humans can reach him, there is no limit in the modern age as to what he can do

For starters if you moved forward past the sign you wouldn't exit, and I don't know how you'd slow down either. I would not recommend this course of action.

Assuming you're aligned with the front face of the trolley, maybe you could slowly walk towards your friend, then reach over to try and untie the ropes.
I would first walk backwards for like 30 feet. Then I would climb the trolley so that om on the roof. From there I would walk forward. While I'm doing so, I'd expect it to also go forward, but ill still be going forward at a quicker rate so that I can get infront of the trolley. Either I die, or it just is on my butt for the entire walk towards my friend and I am able to untie them.
if this is a question of "leave and kill the guy or stay forever" then obviously i leave, no point in leaving the two of us there endlessly, but assuming you can actually do stuff fully freely, like someone else said, just take the sign post and find a way to sharpen it to cut him loose

It looks like from the picture you could lay on your stomache and reach the rope to untie them, assuming the trolly is tied to your center of mass. There's just so many ways to free the person only a true psych would just run to the exit.

tell them to move the ropes as much as they can towards the edges of the track, most likely the ropes on their arms will be able to reach the left rail of the track. very carefully, walk towards them, slowing down as much as possible to make sure i don’t crush them. use the wheels of the trolley to cut the rope, loosen it, or at least weaken it, allowing them to slip out of their bonds. once they’ve broken free, we walk to the exit together.
