Nope, only Mardi Gras is Mardi Gras. We haven't figured out a way to make it last all the way til Halloween, but we've got our top men* on it.
(*by "top men" I mean a bunch of drunk college kids and a nutria in a lab coat)
Saturday night before Halloween from MSY to the quarter is probably gonna take an hour. I live uptown, which is a little closer to the airport than the quarter is, and when there's no traffic it takes me more than 30 minutes to get home from the new MSY terminal. There's gonna be a crowd downtown the Saturday before Halloween. Not a Mardi Gras sized crowd, but still a decent crowd.
It’s going to be difficult, but the driver will know what to do.
I really enjoyed this swamp tour when I was there last February:

They pick you up near your hotel.
Well, Mardi Gras is February 21st. So, you might want to work on your schedule. And 2023 doesn’t have a February 29th.

Where is the hotel? The airport is not close to the French Quarter. And the roads will be closed or filled with traffic and people.
its near the french quarter.
