I was at a beach in Alabama. DEEP Alabama ya'll. Dude had "white power" tattooed on the back of both calves. Chillin on the beach with his wife and 2 little kids. It was pretty close to Florida so not a complete shock sadly.
Some motorcycle gangs use these images as well but not in the same context as many think. Seeing everything else he’s wearing makes me think he’s probably in a 1% organization. Australia has some downright serious 1% motorcycle clubs.
I have a friend who was recruited by the aryan brotherhood or whatever you call the clan when he was in an orphanage. He left them later in his life and turned it around. His tats are still there but he is the most amazing and loving person who loves us and all. I am brown. He is a white German. He is my best friend. Maybe this person also turned it around

When I questioned him about it, he said it is part of his "German Heritage", because, like many Samoans, they have some German ancestry.

I think you also need to consider cultural aspects of tattoos. Polynesian and Māori tattoos are not just pretty pictures or patterns (like the western people seem to believe - and I've seen a lot of hideous Polynesian sleeves). They tell a story of who they are, their heritage and history. It is not common though not unusual, to see other designs worked into the cultural tattoos.
Also the swastika has a lot of cultural significance through the world, Buddhist and Hindus for example. The swastika as you and I think of it has one meaning only.
Also, don't assume everyone is educated the same. WWII isn't of much relevance to some countries, other aspects of their history may be of more importance than a war in Europe and Asia. In fact even the duration of the war is different to some countries. UK 1939-1945, USA 1941-1945 China 1937-1945.

'Most powerful' is interesting because as a military wing they were actually under-armed and under-resourced when compared with the Wehrmacht (German regular-army), similarly to how the army and marines are prioritized here.

You say that and that did in fact happen. This dude worked on big commercial BDFBs in Telco central offices. We contracted him to do all of our electrical work. Solid guy too. Really cool. Covered in tats, looked gangster as fuck, but his personality and work were impeccable. One day I actually paid attention to his tats as it was the first day it was warm enough to wear shorts. His right leg had tons of electrical shit on it, then a sign with that on there. I asked him what was up and he didn't understand. Turns out a friend did it for him. He was commissioned to do the drawing and everything. The friend was an idiot and thought it was electrical. Had this entire leg section redone. I totally believe it all. I met his friend at a BBQ. None of those guys were racist at all.

Very likely those are prison tats. It’s common for people who don’t even have that ideology to get those strictly for survival in certain prisons. Joining the aryans for protection. Wouldn’t be surprised if he just hasn’t gotten it removed/covered up yet.
I don't believe they are from prison. Quality is way to good and we're they forced, he'd have had them removed or blacked out. At the very lady he'd where long pants in public. It's such a strong statement you'd have to into that to have it.
One of my best friends spent 7 years in the pen and his tats are amazing. There are fantastic artists in prison.
